Blending images

Does anyone know of some software that i can blend/layer images that are at different exposures.

I can currently merge images using HDR software but sometimes it is not enough to reduce blow out and I currently manually stack images and basically erase parts of the top image to expose the underneath image. This works fine but is not great in some circumstances.

I am sure this must be a normal problem.
